The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for setting up an Empowered Committee of Secretaries under the Chairmanship of Cabinet Secretary, in order to process the recommendations of 7th Central Pay Commission (CPC) in an overall perspective.

LTC is granted to Central Government employees to facilitate home travel as well as travel to different parts of the country. Presently two hometown visits are allowed in a block of four years with one hometown visit substitutable with “All India” visit. However, for the first two 4-year blocks, three hometown visits and one “All India” visit are permissible. LTC is not granted to an employee whose spouse is working in Indian Railways.

Removal of Grade Pay System in 7th Pay Commission – A detailed report

Will the removal of Grade Pay System by the 7th Pay Commission help Central Government employees? – This is the topic of this article.

“Unconfirmed reports say that the 7th Pay Commission is very likely to recommend the abolishing of the Grade Pay System introduced by the 6th Pay Commission.”

Not only the Government, but the Central Government employees too are hoping and wishing that the 7th Pay Commission functions independently, free from interventions. The report of the previous Pay Commissions will guide for determining the revision of pay scale and pay bands, allowances, retirement benefits and other facilities/benefits of more than 50 lakh employees. The Pay Commission also considers the recommendations, suggestions and inputs gathered from employees all over the country and presented as memorandums by federations like the NC JCM and the Confederation.

Comrades,

            The Government of India , Ministry of Finance  has  again rejected  the demand of PJCA  for inclusion of  matters relating to  GDS  Wages  revision  and other service conditions in 7thCPC . During the meetings on PJCA  6th May, 2015  Strike Charter of Demands  Postal Board and Communication  Minister  has assured  that a strong  note  with strong recommendations will be  sent to  Finance Ministry for inclusion  of GDS  in 7th CPC . But unfortunately  it has been rejected  once again and it  shows  the thinking of  Government of India  towards  this most deprived  and exploited  section of  Postal Department . It has come to notice that Department has started action to form Bureaucratic Committee which requires to be protested strongly. Besides this the file of Cadre restructuring has been sent back by DOP&T for clarification on some points. Though we  were  assured by the Department  that all Cadre Restructuring  proposals  will be implemented  before 7th CPC.

            In all cadres of Postal Department, there is acute shortage and no appropriate action is being taken by the Postal Board to fill up the vacancies.

            Hence  being  aggrieved  we strongly  oppose all these moves of Government of India and  Department of Post, and to protest all these  things  the following  programme of action is declared for the below mentioned Demands: -

(i)     Include GDS in 7th CPC for wage revision and other service related matters.
(ii)    Implement cadre Restructuring proposals in all cadres including Postal Accounts and MMS in Department of Posts
(iii)   Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA, Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in MMS, PA CO, PA SBCO , PO Accounts & Civil Wing  Staff)
 
PROGRAMMES -

1.      Observe protest day on 19th August 2015 by observing lunch hour demonstration in front of all Divisional, Regional and Circle offices.

2.   One Day Dharna on 26th August 2015 at all Divisional, Regional and Circle Offices.

3.   One Day Dharna by All India Leaders of PJCA (NFPE+FNPO+AIPEU GDS (NFPE) + NUGDS) in front of Dak Bhawan (Postal Directorate) New Delhi on 22nd September-2015)

            Postal JCA appeals entire  rank and file to make  all efforts to make all agitational  programmes  a grand success to give a  strong message  to Government of India  and Department of Posts  that if  our genuine  demands are not settled the Postal Employees  including GDS  will be compelled to go  on Indefinite Strike.

Sources said that the 7th CPC may recommend the Compensatory City allowance in its report for Central Govt employees. Upto 5th Pay Commisson, CCA has been granted to all CG Employees and we all know that the 6th CPC has abolished. The NC JCM Staff Side strongly suggested in its memorandum to introduce again the CCA to submitted to 7th Pay Commission earlier. The unconfirmed sources said, the CCA will come with two criteria as granting in the 5th CPC.

Sub: Final Meeting with Seventh Central Pay Commission — June 9. 2015-reg.

Responding to the invitation received from the Vllth CPC, the JCM (Staff Side) delegation met the Pay Commission this day 09th June 2015 and deliberated again in detail on the following issues:-
(a) Minimum wage — (15th ILC norms/Dr. Achroyed Formula for determining minimum wage as proposed in the JCM Staff Side Memorandum),
(b) Rate of increment.
(c) Fitment Formula,
(d) Qualification related Pay Scales,
(e) Pay parity for common categories.
(I) Date of effect of revised Pay Structure and allowances etc.,
(g) Upward revision of Ex-gratia to the families of employees killed in the course of performing duties,
(h) Parity in pension for eliminating the discrimination,
(i) Rectification of MACPS aberrations,
(j) Grant of increment to those retiring on 30th June and 31st December of the year.
Various other issues were also discussed with the VII CPC today. While the response of the Pay Commission by and large has been satisfactory on many points mentioned above, the revised pay structure/allowances is likely to be recommended to be given effect from January 1st, 2016. With today’s discussions in the final meeting with VII CPC, the deliberations by the JCM Staff Side got concluded.

It is expected that the VII th CPC would submit its report to the Government by the end of August 2015. Prominent leaders among those participated in the deliberations are Dr. M. Raghavaiah Leader (JCM) Staff Side, NFIR’ s President Guman Singh. Working President R.P.Bhatnagar and Joint General Secretary B.C. Sharma.
